SOLVED: There was a driver for a dual display system that I had not used recently and was out of date. After uninstalling all works as expected. Read of a similar occurrence on another forum. If someone with a similar issue comes across this post in the future: Open device manager by Win+X and select "Device Manager". Once in Device Manager, check for an icon with two displays overlapping each other(Other than the network adapter icon). Expand the category and uninstall the device.
There are other methods for solving this issue but this is what I used and it seems to be the most simple.
