Kazioo: It's not deepfakes. I made it with an oldschool manual editing (rotoscoping, compositing), similarly to how it was made in Forrest Gump and tons of other youtube videos. This method is not really that much useful for nefarious purposes, because it's just cutouts with some filters. Using neural nets, like DeepFakes, is controversial, because they are getting better and better at synthesizing and mimicking anatomy, lighting, lipsync etc.
